ABM Command is a generic "protect your cities from missiles" game. I remember playing this game on my old 486 as well as other games such as Commander keen.
Anyway, in this game you have three ABM sites that launch, well, ABMs, at the missiles that are coming down from the sky to try and destroy your six cities. You have to click near the missiles to launch an ABM there to try and destroy them. The ABM will be launched from the closet site to where you clicked.
But you only have a limited amount of ABMs each round, so you have to try to destroy as many missiles as possible with each shot, which means that you will often find yourself waiting for a couple of seconds for 2 or 3 missiles to converge or quickly firing off a shots at the start of the round when they are all close together.
Each round gets faster with more missiles, and even SmartBombs that are guided and try to avoid your shots. Some of the missiles split into three which makes things a little more interesting.
If you lose one of your ABM sites then it's gone for good, so you have to try and protect them, but not to the extent that

your cities will be destroyed, because then it will be Game Over.
One thing I remember about this game is that I would always end up running out of shots at round 6 or 8 or something, and have to just watch as all these missiles destroy all my cities with nothing I could do about it.
It's not a game that you will probably come back to, and you might even forget about it, but the gameplay is pretty good. The graphics are simple, they could have been made in paint, and it is lacking in sounds, as in there are no sounds. I can't help but get the impression that it was made by someone trying to learn to use a programming language he was new too.
To summarize, the game is fairly good, although there are better games similar to this one if you can find them, although not many seem to be free (as this one is), and the SmartBombs keep things interesting. Anyway, download it and it should keep you occupied for 5 to 20 minutes at least.
